New Artificial Intelligence Development Strategy: Potential and Challenges by 2030

At the beginning of the year, the Artificial Intelligence Development Strategy for the period 2025–2030 was adopted, aiming to guide the further development and application of AI technologies in Serbia. Current global projections indicate that the AI market is already valued at over $184 billion, with expectations that it will grow to $826 billion by the end of 2030.

The Transformation of the Job Market Under AI Influence

According to the European Commission, artificial intelligence is expected to automate 14 percent of jobs, while an additional 32 percent of professions will undergo significant transformations. This highlights the rapid evolution of the job market and the need for educational and business environments to adapt to emerging technologies.

Perspectives on the New Strategy

Speaking to Euronews Serbia about the newly adopted Strategy, Professor Dr. Dubravko Ćulibrk, Director of the Institute for Artificial Intelligence Research and Development of Serbia, stated that it provides a clearer picture of the current situation in the country and the region, as well as the areas requiring further investment.

“We were relatively early in adopting our AI strategy—I believe we were the 26th country to do so—which was crucial for focusing our available resources on development. Over the past five years, significant changes have occurred in artificial intelligence. Just three years ago, we saw the emergence of ChatGPT, which has reshaped the world. What we have learned from the initial strategy is where our strengths and weaknesses lie, allowing us to define the key areas for improvement more effectively. I believe this new strategy offers a much clearer understanding of what is happening both in the country and the region, and where we should intensify our efforts to achieve meaningful progress,” explains Professor Dr. Ćulibrk.

The Most Significant Changes in Administration and the IT Sector

One of the key concerns regarding AI development is its impact on the job market and the sectors where automation will bring the most significant changes.

According to Professor Dr. Ćulibrk, advancements in language models will enhance all types of administrative work, which could have a positive effect on productivity, particularly given demographic challenges.

“This is not necessarily a bad thing, as we already have a labor shortage in this area, and as a nation, we are aging.
